They are a must have if you plan to spam. The buffs are not great but definitely make a minor difference. If your Panzer IV/T76 fails to penetrate at close range all the time you may pick increased pen. Shots fired from small arms and experience points gained from combat are the most frequent things that happen in the course of a match. That's why accuracy, veterancy and cooldown bulletins are the logical way to go. Projected onto the entire match you just wont make any considerable use of it. Just like the cost reduction bulletins that make mines cost a fraction less. Even if you need to repurchase certain units, the overall amount during a match wont be enough to save you much time. You aren't supposed to lose squads/vehicles, so naturally the amount of times you need to produce something, is supposed to be kept as low as possible. Why? You hardly ever get into a situation where you'd be producing multiple of the same unit one right after the other.
